Trailing Stops on Pennys?

Is it a Scottrade rule, or an overall rule that I cant put a trailing stop on penny or otc stocks?

Ameritrade doesn't let you do it either for BB and PS stocks.

E*trade makes you set the stops .05 below price, sorta rules out penny stocks. Gotta babysit the small fry.
