good morning everyone.

If a public company stock is declining because of the current market and an investment company wants to make a purchase of all outstanding stocks- Is that the time to buy the public company with the declining stock price?

it doesnt make sense if there was a buy out offer.. is it just a rumor? normally news like that would run the stock up faster than you click click BUY

Not even a rumor. I am looking at companies that seem to be rapidly declining and wondering when and if there would be any opportunities to buy.

I do appreciate the response. Does the scenario I pointed out always cause the stock to jump?

Possibly, but that would be an extremely broad strategy, even if its a "rough draft". You're talking about sizing up thousands of "declining" companies here. Obviously if you were privy to any inside information it would be illegal, or at least questionable, so be careful.
