HUSKF.PK vs. HSE.TO -- What's the deal?

Can someone explain to me why Husky Energy Inc.'s OTC stock was down 89% today and their TSX stock went up 1.4%?

Doesn't the OTC stock essentially derive it's value from the TSX stock, only being denominated in USD instead of CDN?

If someone could explain this one to me, or provide some insight, it would be greatly appreciated. Could this 89% drop be an error?
